Fire/Police on 5th St

Does anyone know what's going on on the 1100 block of 5th? It is completely blocked off by police/fire/ambulances, but there is no sign of smoke or fire.

The sewer workers cut into the electrical lines and the fire department came just in case something happened. When I was there they were waiting for the electricity to be turned off.
