Lucky Us, Another Parking Lot


DCMud has reported that The Arts at 5th and Eye is officially (at least temporarily) dead:

  • "The District and the Deputy Mayor for Planning and Economic Development (DMPED) are, at least for now, giving up on the Arts at 5th and Eye, the Donohoe Companies and Holland Development project, and installing a parking lot on the undeveloped District-owned site. Though the project team won the right to develop the promised high-end hotel, retail outlets and jazz club in September of 2008, no final agreement has been reached on the land exchange with the District Government since that time."

 

 

So I guess the community is left with a pretty website and, soon, another surface parking lot.

There was a great deal of competition for this site with some fine proposals.  Even in the wake of the credit and real estate collapse, the bidders pledged that they had the financing to move forward.  Many neighborhood residents attended the public meeting on the site and provide their input.  I attended the outdoor press conference at which Mayor Fenty and Councilmember Kwame Brown announced the winning bid.

The community did a lot of work to clean up the 900 Block of 5th Street NW -- shutting down Fun Fair Video, working with detectives to substantially reduce drug dealing and prostitution -- it enabled the 5th and Eye Project. 

Hell no.  That would have been the answer had the DC government asked the community whether it would support using the now grassy, secured lot as a surface parking lot - even on a temporary basis.

Either move the project forward, revisit the previous proposals, or reopen the RFP.

Read a little further: "'we have been told this will not impede our objectives to develop the site, as planned, for a mixed-use development.'" Sometimes a parking lot is just a parking lot

We already have too many parking lots. The owners of these lots donot clear their sidewalks .

Nwester -- the old convention center site was supposed to be "temporarily" used as a parking lot as well. As a member of ANC 2F, I supported that plan for what was supposed to be 3-4 years, during which parking fee revenue was to generate income for the city to pay for the demolition of the old convention center. That was around 2003. At least in that case - they didn't see the economy tanking. Here, the developers made their bid with promises of available financing in the midst of it. Parking lots have a way of staying parking lots for a good long time.

make them spend money to make it an attractive, secure parking lot with lights and landscaping

As of this morning, the lot is cleared and trucks are prepping the lot for asphault.

McClinton Jackson, 5th and Eye Project Manager of the Office of the Deputy Mayor, is schedule to appear and give Advisory Neighborhood Commission 6C a status report at its next public meeting on Wednesday, March 10, 7pm, at 214 Massachusetts Avenue NE.

We may have this this issue on the next MVSNA agenda on March 16, depending on what we learn on March 10.

You may also express your opinion on this issue to the Mayor's Office, the Office of the Deputy Mayor for Planning & Economic Development, and your councilmembers.

Many of the folks at 555 across from the parking lot have sent e-mails to Clint Jackson and the Mayor about this parking lot but not one has gotten a reply. It is ironic that the Deputy Mayor and staff made such big proclamations about doing things for the community but did not do so much as inform the adjoining residents about their plans. I'll be there and will be interested to find out why we don't deserve communication from the Mayor's office.

I just learned that this issue will NOT be on the March 10 ANC 6C agenda as I previously announced due to a full schedule. We will plan to discuss this issue at MVSNA's March 16 meeting.

Evidently there is a "town hall" meeting in the planning stages and ANC 6C will take up the issue after that meeting.
