Budget and Park News


I just received Ward 2 Councilmember Jack Evans' weekly newsletter and there were a few items of interest to our neighborhood worthy of discussion.

The budget passed by the D.C. Council include earmarks of $250,000 for the Friends of Kennedy Recreation Center and $150,000 for Shaw Main Streets as well as $1 million for Neighborhood Investment Fund (NIF) "target areas" in Shaw and Logan Circle and $250,000 in support of Bread for the City. 

I have a few questions... what programs or improvements will the $250,000 to the Friends of Kennedy Recreation Center support?  Is there a list of board members for this organization (I could not find any information available online) and when precisely do they meet to decide the allocation of these public funds?  There may be neighborhood residents interested in participating in this process.  I am assuming that the $150,000 to Shaw Main Streets supports programs such as the Green Team and the Executive Director's salary.  Anything else?  Does anyone know how the million dollars in NIF funds will be allocated?  Having met recently with Bread for the City, I know their intake is way up and funds are down, so I am sure the support comes as good news.

Councilmember Evans' newsletter also discusses the park on the 600 Block of N Street NW.  Here's what it says:

  • "Working with the Department of Parks and Recreation (DPR), Councilmember Evans and Mayor Fenty directed that immediate repairs be made to the park at 7th and N Streets in Shaw which had become littered with trash, and a place with reported illegal night time activities. A new plan has been designed to redevelop the park and make it much more attractive and welcoming to the neighbors. Until construction begins later this year, DPR has fenced in the property. The fence is locked at night, but open during the day to give neighbors access to this green space. The trash has all been picked up, the grass mowed, and the trees trimmed. Neighbors stopped by on Wednesday, June 3 to help with the final clean up, and several families with children stopped by and remarked on the welcome changes. “We’re happy that the park can will be accessible and used by the neighbors during the summer until construction can begin,” said Evans. Sherri Kimbel is Evans’ liaison with DPR. skimbel@dccouncil.us"   

Mavel Tov!  Should these minor steps have taken a decadeTake a look at the state of disrepair it was in, and had been in, just a few weeks ago -- overflowing bags of beer cans, trash, broken concrete, weeds, sneakers in the trees. (maybe my posts do some good)

DPR officials were present at the May ANC 2C meeting.  At that time, DPR represented that it had not yet started redesigning the park and that they would come back to the community this summer with a proposed design or alternative designs. While DPR stated that no funds were needed for the design process since it was being done internally, the actual work would need to be sent out for bid and require funding.  In the last 30 days, has DPR completed a design, as the Councilmember's newsletter states?  That would be great news and I believe the community would look forward to the opportunity to see it! 

Are funds in place for rebuilding the park?  Forgive my skepticism, as the neighborhood has gone through about four community meetings, a survey or two, past undelivered Councilmember promises, several solicitations from the United House of Prayer to purchase the property, and a couple of murders while waiting to see this park finally renovated.  If it is not in the 2010 budget, are we looking at 2011?  I'm hoping for sooner.

ANC2C Chair Ms Brooks seemed well informed about this park that's in her back yard when she mentioned it at the June 3 ANC2C meeting – she must have been one of the neighbors helping with the cleanup effort earlier that day. Thanks to Mr Evans and DPR for moving forward with this — gliding over all the hurdles — and helping improve Shaw for all local residents.

I cannot belive the park I live by is causing such a commotion. But it is well deserved. I had to fire two emails off to city and send proof of the miscreants that were calling the area home for them to fix it. I will admit though, it took them about a month to get the park back into propert condition. I cannot wait for the ground breaking. I am going to see if I can get my hands on the design of the park to be.

to answer a question: Mr. Fimbres of the Mayors office informed after the first email was sent that the groundbreaking for the park redevelopment would occur this summer. I think it is time people in this area held their elected leaders and their staff to their word. Also, PLEASE do not let up the pressure on MPD to produce a plan to handle the violence in this area. As we get further and further away from the shooting, there will be less impetus for them to act. They MUST be held accountable. I, for one, am not letting that shooting go. there is no reason for something like that to happen. finally, where can you get announcements on ANC 2 meetings?

NEVER let that shooting go. Even Lanier was talking to same old jive at the last ANC2C meeting. We need more officers on the street. No more shoveling the sh-- <err> numbers. Recruiting efforts need to be stepped up. That shooting occurred between one of the most prominent "churches" in the District and the DC Convention Center. You want to turn DC back into a ghost town filled with vacant properties and a lifeless downtown with no tourism? Let that happen again.

It's taken Third District Cmdr. Kucik more than a week now and counting to get back to me with the accurate numbers of increased PSA officers in 308, from last year to this year. This should reflect the Mayor's insistence, in March 2008, that we "the residents" must "see" more officers "walking the beat". He suggested there would be improvement on that front within 30 days. It's now more than a year and what it boils down to is that, using the Mayor's own words and standards: "The Chief and the Mayor are simply not doing their jobs."

To Alex's credit, he has announced publicly, though not extensively, the the Friends group for the KRC, who meet on the 2nd(?) Monday (or Tuesday...) of each month at the KRC are planning to bring back a very key element of the old KRC that got lost or dropped in the planning for the current center. The childrens water play area was extremely popular back in the day. Brining a state of the art one to the center will be very important in the summer months and, like those is other areas, will bring a lot more kids, from diverse backgrounds out to enjoy the rec center. The thing costs almost $250 with plumbing and infrastructure requirements to keep it clean and safe. And you always need to figure in cost overruns. Since the KRC is a part of SMS service area, I imagine and hope some of the money from the FOKP and SMS is being targeted for the new water play area.

I just want to thank Cary again for his efforts. Silverman contributes a great deal of his personal time to the betterment of our community. In response to Mr. Williams: I have actually met and worked with the new Ward 2 Coordinators: Francisco and Andrew have so much energy and passion, that I wish most government employees had even a percentage of their commitment. I spoke with them as well about 7th and N Park. They did not promise groundbreaking would be in Summer, they said that the aim was to secure it first, clean it, and then hold a groundbreaking. As it stands it will occur in Sept 2009. They will have 10th Street Park Groundbreaking soon. They are working very dilligently around Ward 2, especially in Shaw. I heard somebody say that they spend a lot of time cleaning up the city and taking out graffiti, which is awsome given the challenges in our neighborhoods. Please, Mr. Williams contribute constructive criticism when addressing Ward 2 Coordinator for the City - since this very well could be the best we have had since Clark back in the Williams Days.

Bundy Field would be a great place for a dog park. However, what is going to happen to the one on 10th Street? That has been a great model for others. Why are people opposing a dog park at Bundy? I heard only a portion of the park will be allocated for the pooches, what is the big deal!

DPR 2006 = $250,000
DMPED 2008 = $150,000
DPR 2010 = $250,000
Total = $650,000

That's a lot ot change for a park that is full of weeds on the side fronting busy 7th Street;

BUNDY ATHLETIC FIELD is NOT the proposed location for the dog park. The paved VACANT LOT east of the field is the site. Go to www.FriendsOfBundy.net to show support and for accurate info and photos. The Friends want to preserve and improve the athletic fields for students and sports teams.

Thanks for that info on Friends of Kennedy Playground, Martin and for the website link. It's unfortunate that the website has not been updated in nearly a year and a half, providing no information on what the organization has or has not done lately.

I would be interested to know how it spent the $400,000 it received in taxpayer funds 2006 and 2008, and what plans it has for the $250,000 it will receive in 2010. At the conclusion of 2007, the website reports it had about $250k in its checking account and a CD. Where does this money go? It shouldn't need to be spent for routine maintenance, like overgrown weeds. It should go to increased youth and senior programming, equipment purchases, possibly facility upgrades, and, given the recent shooting there, perhaps more security.

KRC is getting more cameras as announced at the last PSA308 meeting. No one suggested that cameras would need to come out of FOKP budget, implying that it could be paid from another budget.

The Friends of other recreation centers do a lot to make their recreations centers landscaping very nice. I'm thinking of one if G'town that get regular maintenance and looks great year round.

The iron fence at 7th&P has been in disrepair for more than a year. The FOKP is apparently more like an oil tanker than a speed boat.

yes martin Volta Park in georgetown is the best. the neighbors love it. and right next to it is a dog park. EVERYONE gets along.
