ANC 2C a call to action


We have a problem and I would like to solve it so here is what I think:

Doris is not competent to be chair. period. She does not return phone calls, she does not read her mail, she has trouble attending meetings, she never writes her own letters and she never uses email. She does not share any information with the community or her fellow commissioners. This is absolutely unacceptable and I ask the 3 other commissioners, particularly ANC 2C04 Commissioner Sule - who nominated Commissioner Brooks as chair, voted for her, and thus ensured that she retained the leadership position - to please consider the will of the constituents of ANC 2C and find a solution other than what transpired tonight. We want representation, we want to know what is going on in this community and if the business of the Commission is flowing to Commissioner Brooks it stops there. We, including the Commission will be in the dark with no voice because we will never see a scrap of paper. Commissioner Brooks' history is very clear. Personally I do not care at this point who has what officer position. The one thing I am crystal clear about is that Commissioner Brooks should not be chair. I do want to address C. Sule's nomination of Doris and her vote. I know the commentary is getting all fired up and its very hard to not feel betrayed, I and others campaigned very hard in the past election for Theresa. We were out there on election day working for her. I spoke with her and I told her that I give her the benefit of the doubt. I can't truly know what the motivation was but IMHO I think this decision was a huge mistake and was not thought out fully at all. I don't think it was any conspiracy or anything malicious, just a very misguided attempt to do what is right. Theresa made an effort to listen to the community regarding the issue of officers but apparently she kept silent to the other commissioners resulting what amounted to a blindside move. She claims to have hopes that Doris will improve and she is willing to help her but this is not possible. We who have struggled to have a functioning ANC for years know Doris's history of substandard representation very well. Theresa is definitely an independent person, this is a major reason why I enthusiastically supported her. but she also is a novice and admitted as much. I hope she ultimately regrets this situation and I am not interested in baggage or grudges. She has the capacity to be a great Commissioner if she chooses. I hope she remembers this is a community of lots of people, active people who want to play a part in shaping it, and people she was elected to represent. I received a call today from one of the nonprofit representatives whose
group ANC 2C agreed at Wednesday night's meeting to provide a letter of support
for submission with their Neighborhood Investment Fund grant application. He
told me that when he called Doris Brooks to make arrangements to get the
letter, she referred the nonprofit executive to Leroy J. Thorpe, Jr. When he
spoke with Thorpe, the nonprofit rep was asked to write the letter.

Since our first ANC meeting, I have refrained from making any comments until I was able to reflect on everything that has happened and hear any public statements you would make regarding your decision. (Thus far you have refrained from speaking to me privately regarding your decision.) However, your public statements contain misconceptions which compels me to speak up sooner instead of later.

In your response to Martin's email you stated that Ray was right and admonished him that he should have listened to Ray when he stated:

"Please don't even begin to think that Theresa is going to be a puppet

to Alex' and Kevin's whims and agendas. She is a level-headed, clear

minded individual with a clear understanding of the lay of our

blighted land."

It seems to me that you are intentionally attempting to mislead the public to believe that Commissioner Padro or myself have attempted to control you in any way. I will allow Commissioner Padro to speak for himself. But I can emphatically state that I never tried to control, unduly influence nor pressure you to do anything. As a matter of fact I have never even asked you to do anything for either me or anyone else. I have always treated you with the utmost courtesy and respect. If I have indeed attempted to control you in any way please inform me what I have done. I have considered you to be a pier, an equal and a friend. That's why your blindsided actions and statements you have made since then has not only been stunning but also hurtful.

In your all caps email response to Martin you stated:

EVEN ASKED WHAT MY PLAN WAS TO IMPROVE ANC2C"

Your question and statement imply that no one bothered to ask you about your ideas regarding the leadership of our Commission, nor your goals or priorities regarding the future of ANC 2C. That is absolutely untrue. As you know, in late
November, you, Commissioner Padro and myself met and had a lengthy wide
ranging discussion about ANC 2C's upcoming term. During this meeting,
Commissioner Padro stated that many people have assumed that he will be
the next Chairperson of ANC 2C, but that he is not that presumptuous
and specifically and individually asked both of us would we support him
to be the next Chair of ANC 2C. We both said that we would. We then discussed what positions the two of us desired to hold. You stated that you did not want to be Secretary but wanted to hold the office of Treasurer. In actuality, although I did not stated it then, I wanted to hold the position of Treasurer. The two power positions in any Commission are Chair and Treasurer. However, since you wanted that position I yielded to your desires and accepted the ceremonial position of Vice Chair and the unwanted position of Secretary. Was my yielding to your wishes indicative of someone who is trying to control you? During this meeting, Commissioner Padro individually asked both of us what our priorities and goals are for ANC 2C and our individual SMDs. Thus, your implication that no one ever asked you what you thought or what you wanted to do is patently false.

You have stated in a previous email that you could never support Alex as Chair because of a conflict of interest that may arise as a result of him being the Executive Director of Shaw Main Streets. The fact that Alex is the Executive Director of SMS is widely known in this community and it was known to you during our meeting. If this is truly a legitimate issue for you, why didn't you bring this issue up then? Instead of just relying on what others may have said about him, wouldn't discussing this issue with him be the fair and level headed thing to do? If you are truly concerned about having a Chair unencumbered by a conflict of interest then how could you possibly support Commissioner Brooks? Commissioner Brooks is a long time member and strong supporter of the United House of Prayer, and lives in UHOP subsidized housing. The UHOP frequently has business before ANC 2C. At no time has Commissioner Brooks ever recused herself from voting on issues pertaining to the UHOP. Furthermore, Commissioner Brooks has never voted against anything that the UHOP wanted our Commission to do - from supporting selling public green spaces to them to privatizing alleys behind their many properties. I guess you have no problem with this actual conflict that exist with respect to Commissioner Brooks, but find it impossible to support Commissioner Padro because at some point in the future a conflict may arise with respect to Commissioner Padro's full time job. Please help me understand your reasoning regarding this.

In criticism of Alex you stated:

PUBLIC WITHOUT INFORMING THE CHAIR. DICTATING TO OTHERS WHAT POSITIONS

THAT THEY SHOULD TAKE AS OFFICERS. IN FACT, IN MY OPINION, TAKING OVER

AS CHAIR BEFORE YOU WERE EVEN DULY ELECTED"

I cannot defend Alex's lateness. But I do think it is unfair to imply that being late to the ANC meeting by approximately 10 minutes is dishonorable or disrespectful behavior. The agenda that Alex distributed to the public was discussed and agreed upon by the three of us and you did not lodge any objection to it being distributed. The purpose of the agenda was to get as much accomplished as soon as possible, as oppose to handling very little substantive matters as usually occurs. As a matter of fact, a few days before the meeting you emailed him and I asking that the agenda be amended to include an additional item, which we both agreed. Why would you do that if you were so offended by the agenda distributed by Alex? I find it strange that you do not have the same sense of outrage regarding Commissioner Brooks' decision to distributed an agenda that was not discussed with any Commissioner beforehand.

I am mystified by your implication that Alex was dictating what positions we should take. When did this happen? Alex asked and you agreed, as I did, to support him to be Chair and then asked us what positions we wanted. He would not be a perfect leader, but who would? I cannot believe that Commissioner Brooks for fought against a more open, transparent, fair and informative ANC is now the best person to lead the change that is needed in ANC 2C. I think that both of us can
agree that the past leadership and direction of ANC 2C has not been
worthy of our community. While change occurs from the grassroots up, leadership emanates from the top down and not
from the bottom up. If one is not pleased with the leadership of ANC 2C
the first step is to change the leader. Insanity is the continuation of
the same thing while expecting a different result.

Although I very much disagree with your decision to support Commissioner Brooks to be chair, what I find most disturbing is not your decision, but the underhandedness of this whole episode. I heard you tell Commissioner Padro that you would support his bid to be the next Chair of ANC 2C. You either lied to him or you changed your mind and failed to show him the common courtesy and the respect of letting him know that you would not do as you told him you would. Commissioner Brooks seemed to know exactly what was going to happen, while Commissioner Padro and myself were blindsided. For me your actions are
reminiscent of my experience with your predecessor. Former Commissioner
Curtis, unlike Commissioner Brooks, would be very cordial and courteous
to me outside of ANC meetings. I would discuss with her issues I was
planning to bring up during ANC meetings regarding my SMD and asked her
to support me. She would agree to support me. However, when the meeting
would actually occur, and she came under the influence of "other
voices" she would flip and not support anything that I proposed.? I can not imagine that you think that the majority of the voters who supported you over Commissioner Curtis did so hoping that you would facilate the continuation of Doris Brooks as Chair of ANC 2C.

A lot of people in this community, including Alex and myself, expended a lot time, effort, resources and money to introduce you to the public, help garner public support for your candidacy, and help you win you campaign for Commissioner, while Commissioner Brooks was actively working against your candidacy and supported your opponent. I am not implying that you should support Commissioner Padro because we supported you, but I do believe that we did not deserve to be blindsided. For our ANC to be functional there must be a level of trust between us. Would you trust me if I told you one thing outside of an ANC meeting and then did the opposite during the meeting?

1. I feel very disappointed in Sule and have told her so.

2. Padro should not be chair though while he is Exec Dir at SMS. Power needs to be spread around more than that. Chapple should be.

3. Lets hope redistricting does not have any more 4 member ANCs when it happens (2010?).

4. I feel bad for all those who worked hard for Sule and who she has stabbed in the back.

The more things change the more they stay the same!

i blew my top which is how i react to being wronged. then, let go of the anger. we came out in droves to put her over the top and them WHAM.

very soon they redistricting will start(unofficially)...the democrat state committee for ward 2 are both from burleith, if i am correct.

the following order was posted on the shaw listserv regarding a complaint to the BOEE filed by our neighbor Earline.

ORDER OF THE DIRECTOR

IT IS ORDERED that a fine of $2,000 be imposed upon Advisory
Neighborhood Commissioner Kevin Chapple for using his official position
and office to solicit and receive funds for his limited liability
company through advertisements in his affected ANC 2C02 magazine where
ANC 2C02 residents believed the magazine to be the magazine of ANC
2C02.

IT IS FURTHER ORDERED that such fine shall be suspended because
although respondent created the offending ANC 2C02 LLC “to
generate a profit in any legal manner,” the overriding sole
purpose of this venture was “to promote the civic, cultural, and
social interests of residents of the District of Columbia and
especially the residents within the Shaw community”; and, the
intent was to use any proceeds, and none were realized, above paying
expenses for the publication of the ANC 2C02 community magazine for
projects to benefit the Shaw community; Provided That, respondent cease
and desist the publication of the magazine for profit, in any way,
within ten (10) days of this Order.

IT IS FINALLY ORDERED that respondent is admonished that “[n]o
public official shall use his or her official position to obtain
financial gain for himself or herself, any member of his or her
household, or any business with which he or she or a member of his or
her household is associated, other than that compensation provided by
law for said public official,” pursuant to D.C. Official Code
§1-1106.01(b) .

This Order may be appealed to the Board of Elections and Ethics within
15 days from issuance.
