concrete pouring after dark friday night

last night at 6 15 pm on my way home from the ritz carlton pentagon city i went to cityvista safeway by way of 4th street nw.  just after new york avenue headed south and on the left side a huge concrete truck was dropping a load.  i wanted to catch the name of the door panel but it was so dark and it's really an unsafe area i didnt stop to get out of the car.
