Please tell me this is a JOKE

WASHINGTON -- In an effort to keep city streets clean, the D.C. Council is establishing fines for littering.  Anyone caught littering would face a $75 fine under the new legislation -- $125 if the litter was tossed or dropped out of a vehicle.  The legislation also includes a $250 fine for trying to give a false name if you get caught littering.  Prior to this action, D.C. did not have fines for littering.

Madness I tell you! Sigh.  soooo....budget shortfalls? No problem!  Just hang out on the corner of 3rd & M Sts. NW and RAKE IN THE CASH.  Cause we are sick of raking up the trash.

Don't worry, it won't be any different from the "don't talk on your cell phone while driving" law... you see it all the time, but it's never enforced. All talk, no education and enforcement = no change.

corner of 6th & M is a ripe trash hotspot. but one of the best is the 300 block of NY on the north side, that "grassy" knoll in front of the crappy used car lot where they love to park on the sidewalk. youve got your illegal billboards, overgrown weeds, junkpile behind the old burned out sign store on the corner. We have cleaned it enough times to know its a trash buffet! And a lot of it is drive by trash like 3rd & M.

I hope DPW is preparing to rake up a lot of cash, to make up for projected budget shortfalls, by enforcing parking violations during the Inaugural events in January.

How are juveniles and drug addicts/alcoholics, who are the core of the litter problem, going to be fined? Many of them don't have much if any money. If their families are on public assistance is the City just going to take away what they need to get by day to day and toss them out on the street and add to the homeless problems in the middle of winter?
