I would add only a couple things. The ANC is now deadlocked but Kevin Chapple showed maturity & lack of pettyness in voting for the quarterly report despite recieving it at the meeting (he did request the report and the budget, and the minutes, and the treasurers report in advance but they were not provided). for those of you who dont know, if the quarterly report item is deadlocked, the ANC does not receive public money.
During the meeting EVERYONE was laughing. Maybe not always at the same time but there were certainly amusing moments all around. During the exchange between Mary Sutherland & Commissioner Alex Padro, Mary berated Alex for laughing at Commissioner Brooks. He indicated he did not have a problem with laughing at her (Mary) to which she responded by saying "I will come over there and smack you in your face!" (If I got any of that wrong, my fault entirely but I believe I remember that accurately.)
I liked Lillian Gordon's speech.
I agree with Jabari (I too am sorry if I spelled your name wrong). We have so many important issues that our whole community is ready willing and able to tackle (like the 2 shootings last night!). A strong, effective, and accessable ANC would be such an advantage but thats not going to happen right now. Commissioners Brooks & Curtis do not have email. Their practice of actively inhibiting the flow of information is shocking to me. Anyone who cares about this community should be willing to make websites, pass flyers, spread the word and get more people involved! It is outrageous that Commissioners Brooks & Curtis wont even discuss these things at a meeting. So this is what we get: 5 flyers supposedly posted in each Single member district. Or you can call Leroy Thorpe's home number and his wife might know the meeting location & address. Or you can call the Chair Commissioner Brooks if her phone number was listed on the DC gov website. Thats it. the rest is up to us.
After the meeting I said goodnight to Leroy Thorpe and he responded "Oh go screw yourself."

Mr. Simon later in the meeting referenced a letter (I assume it is the same advisory letter) from the Corporation Counsel--now the D.C. Attorney General. I believe he meant a letter from 1999, which can be found on the D.C. Attorney General's web site by searching on the word "video." It is letter number ANC19990414. Alternatively, I have a copy and can send it to anyone who'd like it, just email me.
I have read that letter, and I find nothing in it requiring consent before publication, or even referring to the issue of consent. This makes sense, since persons at public meetings have no expectation of privacy: they are already in public and their remarks are already public. Publication does nothing more than disseminate those public facts more widely.

That old looney and her friends in the ECCA defended some of the "good ol' lil' boy" rat f*ck kids that tried to kill me; terrorized my home, housemate and friends; and harrassed me with homophobic rants for weeks a few year's back and I cannot wait until she and her cronies shrivel up and return to dust. The kids got on my case because I dared to speak up to them when they were harrassing some of the white female guests of my neighbors. That's what I get for trying to be a good citizen. And Mr Thorpe did NOTHING to help even though he knew what was going on. That's the main reason I helped bring him down. And I'm not done yet....
LG acts like she's the only elderly black woman in on the planet. My mother is an older black woman but she doesn't act like that fing race baiting homophobic koon. And I have another elderly black woman neighbor who has a lot more respect than Lilian Gordon does for the diversity of her neighbors. So, no, I don't think LG or anything she says is so special. She and her friends have collectively blocked a lot of progress and growth in our neighborhood ever since I've known her. And as a leading member of the ECCA ... well, 'nuff said.

Certainly, a government body can place reasonable conditions on videotaping -- i.e. you can't set up a tripod that blocks the view of participants, you can't place blinding lights in the Commissioner's faces, you can't knock people over running around the room with a camera -- the recording cannot be disruptive to the meeting.
The attorney general (formerly the corporation counsel) reached the conclusion that the District's open meeting law would likely be interpreted by a court to allow videotaping of ANC meetings by members of the public, allowing only for reasonable "time, place, and manner" limitations such as those above.
